In an effort to keep important issues from slipping off the radar screen, we’ve decided to bring you periodic updates on progress being made toward finalizing a state budget.

That’s because the budget is officially 20 days late as you read these words, and the stalemate in Sacramento is likely to go on for a while. Probably a long while.
The political impasses that triggered California’s chronically late budgeting process began decades ago, when the needs of partisan politics and special interests overwhelmed the duty our elected leaders have to protect the rights and welfare of everyone else.
Reasonable people would have solved this budget problem years ago. But, of course, something strange happens when a person is elected to the California Legislature — they lose sight of the true mission, which should be an unwavering responsibility to constituents, the folks who pay the bills.
